Charles is a Naval Academy graduate, Class of 1946. Capt USN (Ret.) (Surface Warfare). He was born in Blount County, Tennessee and returned in 1988 to live in Townsend. Charles served one term as Chair, Libertarian Party of Tennessee and was an Independent candidate for Governor of Tennessee in 2002.
